Their plan was well short of other state fairs. I'm sure in the near future the Indiana state fair will adopt a new and rigorous plan, well tested through drills. They may even possibly be a new role model for a large venue. But they will have done so from a reaction to a tragedy. What I can hope for is that other outdoor venue handlers learn from this tragedy as well. The event planers and organizers needed a plan a Emergency activation plan. Something to give everyone involved a map of what to do in case a emergency occurred or could occur. we call this plan in the safety world a Emergency Activation plan. <br />In many major accidents and tragedies that occur it comes down to the same things. People are ill prepared for a emergency. Or they play it off as one will never happen. I have it if you can't. You will notice that our radar showed 50 kt wind at 4K ft AGL, and 55kt wind at 5K AGL.
